Most of the lower echelon of government workers are here because it is one way we can serve our country and truly have the government's best interest at heart. Does anybody care about what we "government workers" want? We are the country.

Here's a new idea for reform, "Why don't we just contract out the Presidency to the highest bidder?" While we're at it, can we get rid of all the personnel rules and regulations? Let's not forget the procurement regulations; that would speed things up. And hey, let's go for the gold. Let's just scrap everything and have no rules. That goes for laws and ideas Congress throws at us too.

Would some explain to me what rights? Government employees don't have any rights now against poor supervisors and managers except to seek legal action. Now the administration wants to take away what little "pay" guarantee we have. As it is the award system is based on favoritism. How is that in the best interest of the country? Or doesn't that count anymore?

GAO is joking right?
Well its a little too late to be concerned about the balkanization of the federal civil service and agencies eating each other. I raised this issue years ago at an OPM conference and nobody cared.
The horses have all left the barn-- it's a little late to be worried about closing the stable doors!!!!
And in this civil service culture of every employee for themselves-- many of us are looking to land in agencies with good financial support-- so Mr. Walker shouldn't be concerned about agencies cannabalizing each other-- it's too late to be worried about this and basically tough luck to those agencies caught napping in the next fiscal year, which is stacking up to be very, very painful.
Anyone eligible to retire- December 31 2004 would be a really good date to get out and spare yourself the pain.
