Once again there is no money for the civil servant to do his job or anybody to hear what he has to say but there is money to pay a consultant to interview the civil servant in order to write a report explaining why that which is to be done is not done. Hint: legislation & lack of money. But Noooo those that have been active in the field wouldn't know the problem or the solution, could they???
