This is long overdue and the problem is much larger that you can imagine. One only has to sit through the budget development process in Air Combat Command to see how totally the system is broken and in shambles. In a word, it is a disgrace and needs overhaul now. The potential savings are unimaginable.

The financial operation has been a problem for all services for decades. The finance personnel are not qualified for their jobs and have little if any experience in any system other than the one they run. The financial people are not the drivers for accounting and finance but rely on the functional areas to define terms and implement systems for financial control. The problem will continue even if there is a person dedicated to making things happen because no one in finance knows any other way of doing business. There is no top management dedication to this problem in the services and financial controls are viewed simply as a pain in the neck. controls are dismantled as fast as possible and there are no consequences for this action - in fast it often is the top management that wants the controls gone. Speed is far more valued than doing things correctly. If the military managers do not understand it they do not think it is worth doing! There is no need for financial control because it is "our" money and we need to get it obligated as fast as possible. Contropl of finances in the military services will be far from effective for many many years and the 2007 daqte is one that only is given to be compliant with OMB requirements for a new accounting syste. The new system will lead to greater problems in financial control than those that exist currently because we will be operating on both a cash and accrual basis and the military people do not have any idea what an accrual system is or does or how to control it. They think one system fits all.
