The entire financial process is a mess. Early reporting simply means that the transactions are "cutoff" earlier. Now we do not get funds until the end of the year (Dec if lucky) and have until July to execute them. Contracting offices in Washington close after July so you cannot do anything new in Aug or Sep. Thus, the years work has to be accomplished between Jan and July - 7 months not 12! Congress eats up the first three months and early reporting eats up the last two months. Financial management is extremely weak in DoD and the people have no idea, for the most part, of why they do what they do.
