    Maner is dealing with my money! He should have internal controls for every program as it is implemented - that is a major part of a CFO's job. If they are not there then he is not doing his job. Why is he issuing excuses already when the audit isn't until 2006? I think Maner needs to act more like a CFO and less like a government employee.
