By Mr. Schlozman's own pathetic attempt at justification, outsourcing governmental functions to private contractors too often results in poor performance with little or no accountability. So while the administration proudly pursues its outsourcing agenda, flunkies like Mr. Schlozman use the failure of that same outsourcing process to excuse failure.
