This is all fine and well, but it is still the CO that has to sign documents and who is on the line. We still have the "boundaries" of the Federal Acquisition Regulation and agency supplements to adhere to. Customer satisfaction and proper contracting, especially when it comes to enforcing co mpetition requirements, can be mutually exclusive. In my experience, "customers" have their pet contractors and do not understand why we can't just issue purchase orders all the time with no competition. I tell them to encourage their favorites to get in the SBA 8a program, but many are too lazy. Unfortunately, contracting officers must watch their back.
