The United States Department of Education failed to respond to an FOIA request for applications for federal monies and building inspections by a school district; the California Department of Education failed to respond to the request for the same kind of information. There is a contempt for law that has pervaded ALL of government in this country.

I believe the report includes requests under the Privacy Act as well as FOIA. I have worked at 5 VA Regional Offices in 33+ years and seen perhaps 50 FOIA requests. The overwhelming majority of requests for information VA receives are for copies of records in claims and medical files, which are covered by the Privacy Act. FOIA requests are for non-claimant and agency records. There is no way VA receives 1 1/2 million FOIA requests a year.
