I believe that a good portion of the blame lays with the hiring officials. I have a degree in IFSM but have work experience in a different arena, and what positions there were at the GS level that I would qualify for, I put in for only to hear nothing. Most of the 2210 series are announced at the higher grade levels that I would not qualify for due to time and grade. I'm willing to learn and would gladly accept a training position, however I'm left with the impression that the government as a whole would like to hire "buddies" rather than really looking at all the applicants and the potential that the applicants would bring to the government as a whole.

Well, duh! After years of downsizing, rightsizing, hiring freezes, outsourcing "nonessential" positions, etc, there's suddenly a problem? Who'd have thought!
