It doesn't surprise me at all that FSIS thinks everything is fine with its food safety program. The food safety jurisdictions are insane. FSIS inspects egg products but the eggs themselves are inspected by FDA.
FSIS simply doesn't want to merge with an FDA-type organization because it would have to pay its underpaid, overworked and harrassed food inspectors the equivalent of what FDA pays its inspectors- about two grade levels more. New attorneys at USDA right out of school make more than Supervisory Vet Medical Officers with decades of experience at FSIS.
And it would have to treat its employees better- something that FSIS management desperately wants to avoid.
