If these people are really interested in high-quality employees, why don't they look at what they already have? The first thing they should do is eliminate time-in-grade. Nuts.

We have to get rid of anyone named Davis in the Congress!
This is a very stupid bill. However, it probably will get passed even without evidence that the situations it is supposedly designed to help do not exist in a significant way.
If you give a bonus please do the following:

1. The bonus should not be signing bonus - it should be payable over a five year period at the end of each completed year of employment.
2. No one going from the military into government should be allowed to receive a bonus unless they have been out of the military for at least three years and are not part of the reserves or guard.
3. No one without work experience of at least three years should receive any bonus.
4. Anyone that receives a bonus should not be eligible for reimbursement of tuition in any manner for any training or education, especially for a college degree.
The Davis' need to remember that this is the US Government and not a private enterprise! They are spending my money and not getting anything but more corruption in the process.

I love politicians, they're the best entertainment around!! In this article, we're talking about increasing benefits and offering bonuses to attract better qualified candidates to federal service. In the lead article, the administration is threatening to veto any bill that limits outsourcing. Does anybody - in their right mind - believe a highly qualified candidate would go to work for an organization that is committed to outsourcing their job?
