"During the last 12 years, according to the 21st Century Intellectual Property Coalition, some $650 million has been diverted from the patent office to unrelated programs" And how much of the social security money has the unrelated programs used over the same period? All patent office expenses should be paid from the general fund and all patent office revenues should go into the general fund. That is how a government works - the patent office is not a private venture!

"the agency keep its own money." This is the major problem with government! It is not "their own money", it is mine! It should go into the "general" account to reduce the income tax burden on Ametricans not to pay for bigger and better facilities for patent people! At least it should go to social security to help the program.
