Let's really put it into perspective. Assuming there are approximately 230 million adults in this country, each person spent an average of 35.2 hours doing govt paperwork in 2003 as opposed to 35.6 hours in 2002. Big deal.

To put it in perspective: One billion seconds ago it was 1962. One billion minutes ago it was 101AD. And 8.1 billion hours ago was 924,657 years ago, or roughly 1 million years ago!
