Good grief! Why do these officials think that everybody lives under a rock.? Just because some higher up says that the discrimination will be prevented doesn't me that it will. Management rules as it pleases and lots of federal employees are discriminated against. EEO is little more than a way that upper management intimidates lower management.
EEO won't go after any form of discrimination that reflects poorly on upper management. Gays really don't stand a chance if they don't keep it in the closet. It's unfortunate, but true. You can't expect managers to live up to any higher standard of conduct when their bosses and the higher ups are often highly prejudiced.
It's just another attempt to look concerned without actually being concerned.
