If federal employees can be covered under more than one category under the FMLA guidelines, shouldn't that be applicable to Civil Service Postal employees prior to the reorganization in 1984, who are civil service employees? The reason why I ask is because the Postal Service is a federal organization when it's being sued under federal statutes (sovereign immunity)however the FMLA Statute is also a federal statute. Any feedback or info is greatly appreciated.
