Rumsfeld's ideas are his ideas and he doesn't want anyone messing with them. The laws of our country are for the little people, not him. He wants to contaminate the world because he wants to. Just let him go, he knows everything about the environment. Now, just in case you don't believe me, just ask him. He will tell you a story it will take years to figure out. By then all of the dead americans will have been forgotten. Rummy knows how to kill - people - countries - the earth we depend on - the environment, just a host of things.
He reminds me of Leona Helmsley when she said "taxes, they are for the little people". Rummy thinks like her.

The DoD training facilities have already expanded to many overseas locations like Afghanistan, Iraq, Haiti, etc., so leave the current environmental laws in place.

If they followed the law as they are supposed to, there would be no problems!
Do not give them another exemption to do as they please - they already broke the civil service system. Now you have a bunch of civilians that will not tell them to obey the rules - its just yes sir boss (pay for performance). Now they do not even what the rules that protect the public from their dangerous processes. Congress get a back bone and say no way Jose!
