Would anyone like to bet that the "senior expert" pay band WON'T become clogged with former managers who were seen as not performing up to snuff in their management duties, regardless of their technical expertise? The statement that "The senior expert band isn't going to have a whole lot of folks in it" means there will be VERY little room to accommodate those for whom it was intended.

This is the smartest thing I've seen out of this massive reorg. Management, or more accurately, leadership, is not a skill everyone possesses or wants to exercise. To have another avenue to promote and recognize specialists without forcing them into a mold they are not comfortable in is a long awaited recognition of what we all have known. Perhaps now, management will realize that the skills that truly good supervisors and managers bring to the table. That one does not necessarily have to be an expert in the field in order to lead one's staff effectively. Good leaders rely on and trust their staffs to do their jobs. Trust but verify.

"The senior expert band isn't going to have a whole lot of folks in it," Sanders said. How about if we start to see a whole lot less folks in management slots? Let's face it, for many federal offices the job gets done by experts (workers) rather than managers. On a construction site I expect to see a whole lot more senior expert carpenters, plumbers, masons than supervisors. Why not for the feds?
