Wake up and smell the drought - there is some extra water in the spring depending on snow fall but that's it. So we all have to share what there is and we should have first crack at it as it starts here.

I totally disagree with privitization of the Corp! We should eliminate the Corp function that handles waterways and other non-military areas. This was created because we had an excess of military engineers sitting around trying to justify their positions. The Army, Navy and Air Force today have an excess number of engineers sitting around trying to justify their positions. I suggest you create a Dept level force of engineers and eliminate the Army, Navy and Air Force engineering corps. One engineering force could serve all services in support of logistical and construction activities. I believe this new force could be created by taking half of each existing force and combining it into a single defense engineering corp that is totally military and only devoted to military work. I suggest this new corp be headquartered in Peoria Ill and handle all design and engineering specs for all services. Additionally, they would have construction units on the west coast and east coast for deployment in situations such as IRAQ. Charleston AFB, Fort Bragg, or the Marine base in NC would be good east coast loactions because of the short distance to large air transport at Charleston AFB and the Navy at Norfolk Va. On the west coast I suggest something near Seattle for access to Fort Lewis, Bremerton Naval base and McChord AFB. I also suggest locations for construction units in Germany and Korea.

"Outsource the entire Corps of Engineers". If our Nation needs it's most valuable resources destroyed, the 'privatized corps' can submit a river-destruction dredge contract to the American taxpayers for approval. To speed the Corps' dredge request approval/disapproval process up, they can send it directly to Florida's Governor Jeb Bush. The Corps should reference the now endangered Apalachicola River dredge fiasco in their contracts so they can get a real-world feel for dredging support from the citizens of Northwest Florida.
