It's no wonder to some of us that federal employees are winning the competitions. We've known for years that a lot of federal employees are underpaid relative to the private sector. And now that comes out to our advantage!! Bush senior changed the pay system to supposedly catch up with the private sector, but the system was never fully implemented, with each President since claiming "national security" as the reason for not awarding full cost of living raises.

The GAO really blew it this time. Of course the stats for in-house wins look good. They should when you have places like the Forestry Service putting up one position here and two postions there and calling it a competition. No contractor in his right mind is going to bid on them. So of course the government wins and of course it makes it appear statistically that the in-house is winning hands over fist. If GAO wants the real story they need to look at the real competitions 65+ employees and over. That's the true test of who's faring well in competitive sourcing. And while they are at it, lets see some statistics on the competitions that have been on going for five years or better and still haven't reached resolution. Don't let them pull the wool over your eyes. Make them do a REAL study!

Private contractors must return a two-thirds profit to their stock shareholders. Why should taxpayers pay more for government services through taxes so shareholders can profit at the taxpayers expense?The public sector(federal employee agencies) do not have to make profits therefore it is simple arithmatic that it is cheaper for federal employees to do the work. Let our representatives not cut off their nose to spite their face.

The in-house wins are mostly attributed to the development of conceptual "Most Efficient Organizations" (MEOs), unlike contractors who have for the most part, actual operating experience. It would be interesting to see how many of the MEO wins are ever implemented and held accountable to achieve the cost reductions and operating efficiencies they proposed.
Second, for the most part, workers in general (public or private)will perform to the level management requires. Maybe its time to refocus!

Federal employees may win 85% of the time because contractors do not compete well because of all of their overhead, i.e. the cost of additional personnel management, need for profit at taxpayer expense, and so forth.
