Seems to me that if Congress is really interested in a government that performs, they should look at themselves. How can agencies operate effectively when Congress can't even get a budget passed in a timely manner? First they moved the start of the fiscal year back by three months and they still can't get a budget passed until well into the fiscal year.

"Though the law contains language recommending that agencies periodically evaluate program performance, it does not mandate OMB reviews. The General Accounting Office has identified this as one of GPRA's shortcomings." Again, GAO is absdolutely wrong! This is a shortcoming of management - not the legislation! GAO should get the responsibility where it belongs - on the managers not the legislature! And these are the same people that will implement pay-for-performance.
