Sadly, Ms. Brian is correct. As a long-time (and recently retired) contracting offical, it has saddened me greatly to watch as the procurement system slowly capitulates to the financial interests of contractors, rather than those of taxpayers. Ms. Styles tried to reverse the trend started by Mr. Kelman. Her recent move back to the private sector shows the futility of her efforts in the face of Mr. Davis' relentless demands on behalf of his powerful contractor constituency.

Steven Kelman is nuts - share in savings is a methodology that will require extreme oversight because the "saving" is an opportunity cost that cannot be measured objectively. This is nothing more than a Davis scheme to line the pockets of the rich and famous that provide him with substantial funds (he is one of, if not the, most successful fund raisers). If he lines the pockets of his friends then they can contribute more to him and his party. The IG's better follow this one very closely.
