Although I believe the MSPB has always been pro-government, the action by BUSH only serves to keep lazy, inefficient and trouble- making managers in their jobs, while forcing good government workers to suffer continued harrassment while keeping them from performing at their best.
It really is the BUSH way of going after veterans, because civilians and the government in general despise the veteran's preference law and veterans in general. This includes draft-dodging federal managers as well.
