Homeland Security and medicare should not be exempted. I agree with analysis and stories already issued that we are still building weapon systems that no longer fit into the current war senarios. ALL programs should be expected to freeze and make priority decisions on how to cut the deficit and eventually balance the budget. Homeland Security is such a big elephant, surely we can clip an ear or two and make all feel a little pain.
