The number of water utilities in the hands of publicly traded companies in the US has grown at an alarming rate. These companies operate in part for purpose of generating a profit for their shareholders. The public they serve are only protected by US Government Regulations.
I fully agree with Carlos's position. We would still be polluting our air and water if the government had not created the Clean Air Act or the Clean Water Act.

Sorry Carlos but in my experience very few water utilities are private. We don't need a regulation to support your sales. If the managers of the water utilities do not evaluate your technology as worthwhile then you need to improve it or educate them to your point of view. Don't run to the government for another regulation - learn how to compete in a free market!

Without regulatory requirements private industry will not make any major investments into security measures. Case in point is our technology for rapid detection of water contamination called the IQ-Tox test. After being verified by EPA/ETV and proven to be the best technology available in the marketplace (8 technologies from around the world)the market response has been lukewarm. Most water utilities believe EPA needs to provide a directive for action before they make any major move.
