The color codes were extremely useless from the start - it only took Ridge two years to realize that! Sending a warning to the general public is useless and probably negative. The warning should be very specific to police, fire, border guards, customs, and private operations that are likely to be impacted by the terrorist threat! To tell me we are on code Orange or Red or Blue or Green does nothing for anyone and causes me to think Homeland Security is a joke! Homeland Security is a joke and is wasting vast amounts of funds that could be used more effectively elsewhere.
BUSH has nothing of value to run on other than this security thing and he made that an issue by invasion of two foreign countries on a pre-emptive and unjust basis. All he has demonstrated is that the military cannot fight two major wars on two fronts simultaneously - even though that is what DoD has been budgeting for for the past decade or more! Don't believe anything you hear coming out of Washington DC federal government employees or elected officials. They all have motives that are not in line with the general welfare of the public. This will become even more pronounced under the new power in DoD for the agency to handle personnel as they determine best. Guess what is going to happen? DoD (military) employees are going to tell you anything they want you to believe and not what is really happening! As the famous POGO used to say, "we have met the enemy and they are us".

Code Orange, Code Yellow. Code Orange, Code Yellow.
America will never be anything except Code Orange, or Code Yellow until we learn to get along better in the world. And that is when G.W. (Bush) is replaced by someone else.
The five-tier system, stuck between third and fourth gear, reminds me of the "Duck and Cover" cartoon of the 1950's. It was great to show something to the kids, but it really was more about making it LOOK like the government was doing something, instead of actually addressing the problem. The problem that most needs to be addressed is WHY certain elements in the rest of the world get enough support to become a danger to us. And that has to do more with how we act around the world.
I can't wait until Clark is elected.
