It would seem the Bush administration is determined to have it's legacy defined as "Reorganization - the illusion of progress while creating confusion, inefficiency and demoralization."

Today all interested parties can appeal a job competiiton within the agency (employees, unions and private sector offerors). Also today, the private sector can and has appealed to the GAO to overrule an Agency decision. The unions want the same access to GAO as enjoyed by the private sector. The administration wants to limit that access to an inherently governmental mananger - who would supposedly seek to get GAO to overrule his/her own agency's decision. A career enhancing move if ever there was one. The private sector wants to prevent any employee or union access to GAO, but retain its own current access. Hmm. Tough problem. I know, how about this...eliminate all access to GAO and its fair again.
