Very interesting article but doesn't the Postal Service now use Commercial Air Carriers to transport mail and boxes, if they have the capacity to do so?
And doesn't the Postal Service contract with FedEx to ship bulk mail?
So this proposal will be just moving baggage from one specific flight that the passenger is on, to another undetermined flight. Regardless there is a good chance a bag will still be ship by Commercial Air, but not along with the passenger on the same flight.
This is just my understanding as to how the process currently work, unless they have changed it since 9/11

Looks like another way for private industry to milk the public. Who has something to gain? Certainly not airline passengers. More inconvenience isn't the solution to this problem. The fact is that screeners need adequate training, and need to be held accountable for job performance. In addition, their leadership needs to be held strictly accountable. Performance standards must be clearly stated and understood. A performance based pay system could be easily installed. More emphasis could and should be placed on testing the abilities of folks in this very significant profession. Passenger's lives depend on their skills.
