The original solicitation for the EAP contract ultimately awarded to Titan/Ceridian was released in June 2002 through the Human Resources GSA schedule. It is one of the most blatant example of "steering" a contract that I have seen in 20 years of federal contracting. We now know how DOD acted on the vociferous complaints from potential offerors regarding the abuse: they simply moved the solicitation to another GSA schedule where it could be pushed through without attracting so much attention. My faith in the federal procurement system will be partially restored if and when the procurement people who let this abuse happen under their noses lose their jobs. It will be fully restored if GovExec continues its investigation of this matter and reveals how the funds for this "sweetheart" program got into DOD's budget to begin with.

This is the government under King George at its best. Companies writing the laws and then profiting from them. The only reason the people don't get to do the same thing is -- you guessed it -- we are all at work trying to feed our families another day.
Corruption at the top is the way this administration works best.
