That was a very interesting article about small companies trying to do business with DHS. I am finding the same to be true with our new technologies in the USA.
Now, after presenting our emergency management software simulation tools to several state and local officials at the North Carolina RDU airport and in the DC area, we have not signed a contract yet because we are too small. We offer a complete and comprehensive package that will enable an entire airport facility to be monitored and run on real-time or simulation modes of security surveillance. We have been pushed out of the arena because we are not a major defense contractor.

Thank you for your article.
Our experience with TSA (now part of Homeland Security) parallels what you are saying. It is very difficult for a small business proposal to get noticed, much less reviewed.
