    There are two valid reasons for a secret organization:

      1. You don't want the people of the country to know what you are doing, and

      2. you are not doing what is proper.

      The two go together and are the center of every dictatorship, communist and Nazi government throughout time. This is an addition to the unpatriotic Patriot Act and another trend away from freedom that the Bush administration justifies as a move against terrorism. Such a move is terrorism!
