The article is quite interesting and while not related to A-76, it clearly describes one of the problems that agencies will face under A-76, which is the loss of institutional memory, an aging workforce and an ever-widening gap in critical skills needed to meet the agency's various missions. This loss at AID is recognized and they have outlined the agency's problems for the committee. Why is it necessary to put so many other agencies and our country through the same thing? Where will tomorrows leaders come from? Can you contract leadership under the FAR?
