Part of the reason for the EEOC's talent drain is the agency's leadership. EEOC Chair Cari Dominguez has proposed things that fly in the face of tradition, and has alienated a large portion of her customers. But she doesn't care. She is anti-employee. Gutting the federal sector complaints process to make it like the private sector process is horrible, but EEOC leaders are not listening and could care less about outside opinion. The leaders generally ignore comments on matters like MD 715.
