Without specific examples that illustrate how open source "flaws" differ from the flaws of commercial or internally developed software, stating that "Barriers to growth include continued flaws in the ever-improving open-source technologies" seems at the very least to be a back-handed compliment. At worst, it seems to fall into the FUD category.
