On the surface from what others have said for some time now, FTS Division of GSA has been doing things like "banking" customers money (e.g. using one year money 3 years down the road),using AF 3400 funds for non-O&M requirements, avoiding competition (Section 803 of the National Defense Authorization Act - Pub. L. 107-107), even marketing their services on installations for non-IT (ITMRA - Clinger Cohen) work. Needs a serious looking in to. Do they report Advisory and Assistance Services to Congress?

This is only the tip of the iceburg. ALL FTS awards should be reviewed as well as every single dollar spent under Clinger-Cohen. A convenient dump for funding. Just send FTS your money, they will do your Acquisition Planning, Procurement and Contract Administration all for a fee, several fees in fact. Sounds like we don't need any contracting offices.

Man O' Man, I hate reading this kind of stuff. Much like other cases of abuse, the lot of us get condemned for the wrong doing of a few. Contracting folks work hard and have to deal with demanding customers who don't know the rules we have to play by and contractors who are looking at those bottomless pockets. Most times, it's a thankless job. It's a sad state that those who abused are still employed and may continue to reflect poorly on us all. Shame Shame

Sounds familiar to the contracting process at Kings Bay: incentive awards to contractor for services, doing jobs that are not the right thing that needs to be done, no QA on projects, closing jobs without finishing the work, etc.
