As I read the article I find the administration has "voluntary" procedures on the part of the industry. The administration talks tough and does nothing to protect the American people. If I tell you things are voluntary, what will you do. Let me help you with that difficult answer: NOTHING.

Last January, Common Cause released a study, Chemical Reaction, that documented the lobbying efforts and campaign contributions of the American Chemistry Council and its members. Since 1995, the ACC and its member companies have given more than $50 million in political contributions to federal candidates and national parties, Common Cause found. In addition, the ACC alone has spent more than $30 million lobbying Congress and federal officials over the past six years. It's no wonder that the federal government has imposed no security mandates on this nation's chemical plants.
