If these new ethical standards were ever passed, and the new standards resulted in union-heavy contractors being passed over for awards, you would see the new standards scrubbed in milliseconds.

Before you tighten up on contractors, you probably need to increase the government's ethical standards (and more importantly the enforcement of the standards!)
