There is no need for concern. All the government has to do to make the staff acceptable is hire a number of women and minorities. This will make the staff more diverse, hence better, and solve the problem.

This is very misleading. The government can get the expertise it needs when it knows what it needs by contracting. As these people retire, the government simply will rehire them as contractors and also pay them a retirement annuity. Good life for these people and a continued help for the government. Here are DoD, almost every day I see someone retire from the military and show up the next day as a civilian contractor. I also see civilians that retire and immediately are rehired as consultants. Just stay friendly with your boss and do not resist any of their attempts to do something wrong or you will not be rehired as a consultant or contractor when you retire. Yes sir boss gets you a job for life if that is what you are after; however, don't equate this with doing the right thing.
