As I have pointed out so often, especially to persons outside the activity, the problem is not (and except for certain headline cases) has never been "Degree Mills." The OPM Qualifications Standards for General Schedule Positions (X-118) requires that most education used for qualification be earned at accredited schools. Secretary of DOE approves the accrediting agencies. In 30 years I have never seen an application with a degree mill; I have seen far too many from state licensed schools either unaccredited or accredited by an association not approved by the DoE. These schools and associations are the real problem--not the $5 (Argus) or $7000 (Loyola of Paris) PhD.
