    This entire area is a total waste of time. It does not matter what Congress establishes as the rules the agencies are going to do what ever they are directed to do by the leaders (remember the Nixon hit list and the list established by IRS records). Quit wasting time and get onto something that will benefit America. The problem is that the leaders of the country have been dishonest from the president (hit lists and willing interns) through the Congress (pork and campaign money). The Executive branch domestic powers should be reduced substantially and the overseas powers increased significantly. Congress should have greater direct control over certain government functions, such as OMB and Treasury with budget preparation and debt issuance as well as revenue collection. Finally, eliminate areas that should belong to the states, such as energy, housing, education, banking, commerce and other areas that are most directly related to the individual.
