I agree with with one of the comments regarding this article, "Once again, we convince ourselves that the problem is in the employee sector." I would add in my opinion that doing things efficiently electronically with online services empowers employees to provide better mechanism's for providing public services. Endorsement & vision by management is essential to the establishment of online services. I think most of us rank and file employees want to provide more bang for the buck in what we do. For example, credit card acquisition for supplies and services has been a real boon to us in the government sector, but a lot of focus has been on abuse and rightfully so. In my opinion if Online Services are more efficient and cost tax payers less then we need to adequately train, empower, track, and solicit customer feedback regarding the services provided.

Once again, we convince ourselves that the problem is in the employee sector. This may or may not be true. At this command, I have often complained that training is predominantly the "feel good" type of classes and we shy away from technical training in fear of losing really good people once they are trained in higher IT skills. Not true either. You cannot implement programs and equipment, if you have not laid the groundwork first. Like trying to make a plant grow by laying it on the ground. It would be far more advisable to prepare the soil and then plant the flower and watch it bloom.
