I commend Director Daniels for focusing on the "M" in OMB but I believe there is a better method of improving government performance than the President's Management Agenda (PMA). A better method is to revitalize the President's Quality Award process that was based on the Malcolm Baldrige National Quality Award. This organizational assessment process provides a systems perspective on organizational performance improvement and focuses on approach, deployment and results. I have not seen that the current PMA, rating agencies with red, yellow or green, then follows through with feedback on opportunities for organizational improvement. Just telling me at the agency level that I am either red, yellow or green gives me no goals for improvement.

I have never met Director Daniels however, I have read with great interest most articles regarding his push for government reform in acquisition and printing of government publications. I applaud his courage and foresight in tryng to improve an antiquated and costly system. I understand his comments and stance may not agree with everybody all the time, but I sincerely believe our government needs many more Mitch Daniels. We sorely need the brave souls who buck the system of outdated regulations and try improve how we do business. I would hope that Director Daniels might reconsider his decision or perhaps view the movie "1776" one more time and focus on the character John Adams; a person not especially well liked but the one most reponsible for pushing through our "Declaration of Independence".
