I believe the solution has been found and prototyped. It was presented in a Executive Seminar in Cambridge, MA last week. The Protect America:Homeland Security Information Sharing System which was sponsored by Joint Staff J6 and solution solved by Cambridge Executive Enterprises and CellExchange workshop (CEW). They provide rapid development and deployment for Business/IT Strategies and Emerging Technologies. "Protect America represents a de-centralized, distributed, and full customizable environment that is the first effort of its kind in the Government for horizontal sharing of information. "Protect America" is an unclassified system that provides a vehicle for information sharing within DoD and can be further extended to other entities. Protect America, is intended for initial deployment internal to DoD for protecting its installations (naval shipyards, bases, logistics facilities.)It will later increase in scope to include non-DoD elements. The initial capability for Protect America will be deployed at DoD installations in the National Capital Region. Capability will be provided to the frontline personnel responsible for force protection and at the individual Service and NORTHCOM Command Centers.
