    Homeland security is a total waste. Has been from the start. Paid over $150,000 for two years to come out with five colors that are meaningless and cause trouble. Congress should get rid of the entire mess and hold those responsible for the actions to perform them - moving them to a new agency is not going to solve the problems.

    Government always tries to solve its problems by creating something new because they do not know how to make the existing work properly. Whatever money homeland security receives should be taken from existing agencies and not added to the budget--official or off budget--or we should get rid of the whole idea. This is totally a PR move by the president that is being accepted by Congress to get votes - it provides nothing just as the duck and cover issue did not provide safety from nuclear attack.
