No-bid award contracts are absurb. There should be at least a government estimate made as to what it should cost and establish that as a guideline. Whenever you are talking about public money (taxpapers' money) there should be maximum amounts established, so that we don't give an open ticket to the contractor. How does AID determine who is the qualified/responsible contractor and how do they determine that that contractor is better than another contractor? There are established guidelines for government contracts which should be followed even in the case of an emergency. It still has to be justified in the end.
