Before the Bush administration considers increasing the cap on federal executive pay, it should consider how to eliminate Senior Executive Service managers that are ineffective and unproductive so employees who work for them are not subjected to or limited by poor management. Unlike corporate managers, federal SESers cannot be fired or demoted, and often ride the wave of bureaucracy to the top regardless of performance.

In general government employees work for the government far too long. Govwernment employees should be encouraged to turnover much more than they do currently. For someone to work for the same organization for 30 or 40 years is not normal. Something must be good about government work! Cap the SES's and let them leave - we would be far better off if we had greater turnover in SES's, GS-15s, GS-14s, etc. Nothing can change at any rapid rate because no one that has held a job for 30 years is going to change! Prime example is e-government - should have been implemented 10 years ago and is still thought of as revolutionary. The advent of the personal computer has turned GS-13s and GS-14s into secretaries and secretaries have been eliminated to drive numbers down. Now we pay $80,000 a year for a secretary rather than the $25,000 we should be paying.
