Great article! There are indeed many flaws in the federal workplace that causes the process to be delayed. Hoping for the best in the near future.

One of the main causes of the backlog is repetitive filing of "reprisal" actions by grievants who have come to the conclusion that the system can be "gamed." It happens that repetitive claims/reprisal claims can tie up an agency, not to mention a manager, for years, leading the government to "settle for convenience," hence rewarding the grievant with hard cash, even though no discrimination is ever found. The system is seriously flawed.
Yes, I'm a certified EEO counselor who has seen this system at work. the sad part is that real grievances get lost in the tons of unjustified claims. Just note the rise in EEO actions when a reduction in force action is started. The inference is that all of a sudden the agency is awash in racists, which is just totally bogus.
