The results of this survey should not be a surprise to anyone. Survey after survey, report after report, have shown managers to be unethical, dishonest, and in many cases criminals. One of the worst agencies is the IRS.
On virtually a daily basis managers lie, steal, and cheat. They commit fraud against the government, misuse government equipment and assets for personal gain, and falsify official records and documents. They lie and cover up for each other whenever there is an investigation. They are never held accountable because they are totally in charge of any investigations. Even when the evidence is overwhelming nothing is done. Even TIGTA aids in the cover-ups.
Time after time evidence of criminal misconduct has been given to TIGTA only to be handed to management so they could cover their trail.
It's the corruption, the lying and cheating that the employees are sick of. That is what they have been saying for years on the surveys. The problem is that no one ever listens!

Not trying to be critical, but "feds satisfied with pay" is misleading, when 43.8 percent said it (pay) was fair, poor, or very poor." That's a pretty large percentage.

I'd say the findings of the survey speak volumes about the political appointees that have been imposed upon us. My department has perhaps the largest percentage of politicals. They make decisions behind closed doors, without including gov't careerists, whom they demean while paying themselves secret bonuses. They operate on assumptions created to support their actions, often without regard to facts or reasons why things are. They ignore procurement laws/regs, Clinger-Cohen, OMB ("who is OMB, anyway"). You get the idea that they know they'll be gone by the time GAO arrives, so they don't care.
