Homeland officials must heed what the "American People" desire.
The Homeland Security agency should and must function outside of "civil service rulesm," which are created for the welfare and morale of existing employees under old rules. Civil service agencies fail to provide an efficient, effective, workforce in totality by limitations, i.e., union agreements...
The "protection" of the American People must be first and foremost, therefore the "Homeland Security Agency" must put the best employment practices in place, based on the country's needs today, not old rules and regulations from the past.
After all, who can foresee what tomorrow's workforce will face. Employees may suffer, be vunerable to suffering, loss of life and limb, sleep deprivation, testing and medications, or dangerous or unhealthy work conditions.
Therefore, employment practices should reflect our forecasted working conditions.
New problems...New Rules...Better Work Force.
