    You cannot lift the per diem as some people have no discretion and think that the government's money is a 'free ride'. That should not be so - but we cannot appeal to their sense of integrity. Without per diem restrictions, there will be massive inflation of discretionary costs. Over expensive meals, over generous tips etc. The per diem is very necessary.
