- I just received my first pay for the 08 year. My pay was approximately $5.00 less because of the increase in health insurance. We received a decent cost of living 3.5 percent. Why does the government let this happen. I am under the GS system and work hard all year to receive the cost of living raise. This high cost of health insurance premium has got to stop.
